If this is about the makgora then no as there was no rules against magic just the rule that if you drop your weapon you can’t pick it back up. While on that subject Saurfang’s makgora was a clear sign he intended to lose as he’s an arms warrior but he fought with two weapons… there really needs to be set rules for those fights
I finally did SoO in remix and got to see the end scene where the Pandas chain up Garrosh and take him away.

How did he end up free and able to fight the Makgora in WoD?
In SoO Garrosh predicts that Thrall will use elemental magic and takes steps to prevent it. Did he just forget about that in Nagrand?
Or was that Alternate dimension Garrosh? (the whole Alternate dimension played havoc on my understanding of the lore)
More than you think. The elements and shamanism have rules that you need to respect. He disrespected the elements by using them in that fight.
Elementals do not care about being used to cheat in orcish customs.
The only thing the elements have ever cared about is the difference between ASking the elements to do any thing and forcing them to.
This was displayed in thralls learning to be a shaman in the Book “Lord of the Clans”. Thrall did not force or make the elements do anything, He asked and the elements agreed and popped garrosh like a dirty pimple.
Wrathion helped spring him and a bronze dragon who became an infinite later took Garrosh to Draenor

You’d have to read the Thrall lore for that. Elements made pacts and you have to justify their use. Thrall actions didn’t justify for them to be used that way. The way players use elements in the game is not how elements are really used lore-wise.

Each time you use the elemental power you ask, beg for their help and they answer if they think what you will do will benefit them. He forcefully used them breaking that pact.

True . Thrall is not a warrior he is a shaman and once he remembers that (hopefully in TWW) the Elements will respond to him again .
