What do I see as a ≤ level 70? I see a tank satchel up frequently at all hours. Rarely a healer satchel. The tank shortage is going to be getting worse until Blizzard accepts that these changes don’t seem to be improving the game for the playerbase.
I have never seen tank satchels in leveling dungeons before this expansion.

Your assumption is intellectually dishonest if you seriously think mine is not valid based on your reasoning of “could be next to none”. This is easily disproven by simply looking at how many runs are being logged. Do you seriously think the most populated servers aren’t hitting the API limit? There are definitely +2 keys, especially untimed ones that would fly under the radar and not getting picked up by Blizzard’s API limits.

You can also look at the number of people who have said they were doing low keys but no longer are. The data doesn’t take that into consideration. But we are here and we are tired of being treated like third class citizens. I wasn’t aware of how the data is now rigged to make it impossible to compare prior participation with current. But I can see why Blizzard might want to make it impossible for it to look like the changes they have made have had a negative effect on the game.
If you want certain types of players to fail and fail a lot, I guess you’d term this “success”. I’m enjoying getting paid by blizzard to tank leveling dungeons. But no doubt many new tanks that people have not decided to level and play will magically materialize out of thin air and start pushing high keys, welcomed heartily by those of you who are currently condescending toward anybody who isn’t an elitist who wants nothing whatever to do with anybody who isn’t.

Anecdotes of a very tiny section of the population? Single digit percentage of players use the forums. This isn’t data.
Did I say the data is perfect? No, but it’s ridiculous to say my argument is invalid for the reason you stated. There’s absolutely keys not being caught by the API limits and I even posted RIO’s FAQ on it.
In what way? This is nothing but some weird strawman.
“Now”? These API limitations existed for several expansions. This isn’t new. The rest of your argument is literally circular reasoning based on an incorrect assertion about the API not catching the lowest keys being “new” when it hasn’t changed in functionality since SL and likely before.
It’s alive, it’s just kind of rough out there right now.
That’s why they have to spend so much time and effort recruiting.
Most people want their weekends free.
We routinely get refugees from weekend guilds who thought weekend raiding would be cool but it turned out to not be for them.
(It works for some folks, of course, and more power to 'em.)

Every time I log in I get 25-35 tells asking me to tank. I have to set aside time to do anything else.
Pug tanking may be dead, but m+ is thriving in premades. Just like Ion wanted.

How to play keys as a healer:
Wait for a couple pulls.
Switch to Overall Damage in Details. If someone is below or near the tank, just immediately leave the key. These keys never ever ever go well, especially when the class below the tank is something that does good cleave like Frost Mage.
When I see Mages join a key I kind of cringe. They’re either going to be complete noob bum garbage or one of the best players ever, usually the latter.
Maybe it changes eventually, but so far in 10s and 11s tanks still seem like the least likely role to die and I still barely heal them.
My biggest bone to pick with Mages is that something like only 6% of them drop tables before a key starts. It never made sense to me that they don’t look at making healer spot drinking more efficient as something their class brings to a group composition.
Yup. The table thing is crazy. 1 out of 5 drop table.
Another thing about keys is that people invite literal 580 ilvl tanks into +5 keys. I just attempted a +5 and the tank was 582, almost 40 ilvls below me.
Yeah no, I’m leaving that key. Let someone else carry these tanks, I don’t care anymore.
