No one is trying to measure what is “harder,” but I assure you getting 9/9M and top 0.1% M+ is immeasurably harder than getting Glad in RBGs or 3s.
The game doesn’t revolve around PVP. It’s a PVE game first and the PVP comes second.

Hope youre being sarcastic because dont you have a thread going about helping Ret be better, anyone actually hoping for that votes S3. S2 is not and can not be as good in PVE without MASSIVE buffs to its AOE, ST would also need buffs but mot nearly as huge.
Even if you PVP only its just not worth hamstringing the rest of content for minuscule gains.

Lol you mean an add-on does it for you. Let’s face it both PvE and PvP players won’t be able to play the game without addons that tracks everything for them. So no there is no awareness needed ad an add-on tell you when your opponent certain abilities is off CD or having your own WA to track your buff
Ret is already dumpster on parses to begin with. You literally have S3 right now and it proves your point false to begin with. Only way Ret is coming out of the bottom is when blizz actually tunes the class not before, not because of the “tier set” none of that matters when they have to actually tune the damage of the class.
No? My point is doing just fine. S2 especially is the worst offender and requires the most amount of changes to be any good, especially in AOE. It would need MASSIVE buffs just to be better than S1. Have you received any massive buffs lately because I haven’t and would never count on it. S3 is just able to hit more targets than 1 or 2 without any changes, its already ahead before any buffs.
ST is a little closer for all the sets but S2 still the clear loser, and would need the most help.

I’d just petition blizz to not make PvE since Legion such a mindless trash-farm fest and go back to BC->WOTLK with meaningful pulls of 3-5 giants coming to fear or stomp or CC your team and if improperly done means pain.
Of course stuff gets imbalanced among tier etc when your ‘aoe’ is about hitting 20-30 enemies at once. And you actually can’t let go of tier 3 
You can go play that garbage version of content at anytime. Legion was amazing and my favorite expansion, I love big pulls snd despise disgusting BC like trash.
I tried raiding once in 18 years of WoW and all I got was some 40 year old dude screaming at me standing in wrong spot as tank when I was learning WoW in 2006
