for pvp yes, but this factor makes as much difference for low tier pvp as something like rageheart trinket for a 15+ key

If season 2 tier ends up winning they can fix the tier set in pve by upping the HoW cap to 8 targets or uncapping it completely.

If season 3 wins, for Pvp they need to increase the dmg of the 4 set proc to at minimum 30% after the added pvp nerfs. It is currently bugged and doesn’t even do the intended 12.5% dmg it should so it’s a dps loss to even use the 4 set in PvP.

Either way, it’s up to Blizz to make significant changes to either tier set to try to appease both sides of the fence.

I enjoy M+, Raiding, and PvP, so I just hope one side of the Ret player base doesn’t get completely shafted.

i’d even take s1 instead of s3. how can anyone think s3 is the way to go i can’t imagine. it’s absolute garbage.
s2 should be a talent, HoW applying judgement is excellent

Good thing no one cares about the opinion of your level 10 alt. S2 is bad, needs numerous changes and buffs just to be as good as S1 and S1 isnt even as good as S3. If you pick either 1 or 2 you are depending on buffs to be any good and that’s literally insane, we cant get buffs now and we need them.
