By the time Blizzard takes action the innocent party has already suffered punitive action. And that, of course, assumes that Blizzard actually decides the abuser wasn’t actually acting in good faith and just didn’t understand the rules.
History has shown Blizzard is less than prompt in stopping abuse of the rules except in cases where actual game integrity is in question (abusing exploits to beat raid bosses). How long do you see the same gold seller spamming away before they finally get caught up in a ban wave (assuming you don’t ignore them)?

Correct. Restrictions are in place prior to a GM review. Once they determine what the heck is going on, further restrictions are enforced or escalated?
