Gnocci wants an in game tool that players can use to silence others via mass reporting because Blizz is too slow to act on right click reports. While at the same time proclaiming faith in Blizz to crack down on the abuse this system is obviously vulnerable to. Its hilariously self-contradictory.

I want them to handle the duties they already have, not assign them more. If the current workload is too much, how is adding to that going to help players when they want to cut more CS staff?

And we are soon to have right click reporting with a squelch threshold.

Yeah they don’t go through every single report ever. If someone gets reported enough or if there is a keyword in place then they review it. I you just have one single report that says “Gnocci was being mean” it never gets seen unless 15 more people happened to do so. It’s basically right click reporting without the automation. It would be so much harder to find someone abusing the system rather than just reviewing the flagged cases.
