Have a Horde character on a locked Classic server and I would like a GM to delete my Horde toon and create an random lvl1 Alliance. GM read it as I want to faction switch my Druid to Alliance and talked about all the great services only available on Live

Since that would bypass the current restrictions in place, if it’s a pvp realm as would be my guess, most likely the gm staff wouldn’t be able to accomplish this.
Most likely you will have to wait for the server to not be locked.
You are implying they did not read what you are asking to begin with. As opposed to they can’t do it but still wanted to inform you of services available to you should you so choose.

Your ticket was fully read and understood. The Game Master specifically stated in their response -
Customer Service cannot swap your current faction. We also cannot create a new character on that realm. If wanting to change factions, you would have to delete the Horde and make the Alliance, but as you mentioned, you may be blocked due to the lock. There is not a way a Game Master can get around that either…
This directly addressed your request. It’s not something the Game Masters can do for you.
He’s not asking for a swap or to be able to create an Alliance character while having a Horde.
He wants his Horde character deleted so he can create an Alliance character.
Why can’t that be done?

They make the policy, GMs can only follow it.
Because the server they are on is currently locked from new character creation, unless they have a character. If they delete the Horde character, they may not be able to create a new character, as the server would essentially be empty. My guess is it is also a PVP server, as they need to delete a Horde character first.
GM staff can not always bypass restrictions already put into place, so the OP would have to wait for the server to be locked.
That isn’t exactly what is being asked, Bobby, and there is no indication that they are having trouble deleting character. The issue would be in creating one of the opposite faction once that character has been deleted.
That is not something that our Support staff would be able to do on behalf of another. We would not be able to create characters on player’s accounts.

He is currently part of that servers equation I assume, if he wants to delete an already existing character why would he be locked for replacing it?

He is requesting a GM do all of this. It simply cannot be done.
As to your second question I would put all my gold on it is a PvP server. You can only have horse or alliance. Not both. Once he deletes his Horde he will have no toons on the locked server. No toon on a locked server means he cannot create an Alliance toon on that locked server

Yes, these are his original words, I’ll bold the part that you may be missing.
If the realm is locked, it prohibits you from creating any characters on it unless you already have one there. If Orf wanted to create additional Horde characters, he’d be able to without any issues, assuming he didn’t reach the character cap.
He wants to make an Alliance, and on Classic you cannot have a Horde and Alliance character on the same realm so in order to create an Alliance you’d have to delete your Horde. That would essentially remove the qualification (i.e. having a character on the realm), which would allow you to create a character while the realm was locked.
That is a system that is in place right now and not something that CS is able to circumvent, which is what is being asked.
I understand it as him not currently caring about which Alliance toon is made for him after his Horde character is deleted. He can make another Alliance class of his choosing after bypassing the lock.
If GMs can’t do that then I feel bad for him.
And then what is your recommendation for stemming the tide of hundreds of angry players (at minimum) clamoring that an exception was made for someone but not them?
