I am also having this issue. I have tried on two different characters so far, levels 46 and 47, and haven’t been able to pick up anything past the Battle for Lordaeron scenario.
On a new allied race character, with zero quests ever so phasing shouldn’t be an issue, there is no way to start BfA right now.
No quest pops up for the tour that’s been mentioned, Chromie has nothing for BfA, there are no available quests at the harbor. I even ran her over to Silithus to see if I could talk to Magni there and get started, but Silithus is phased to the old version and no matter how much you talk to Zidormi that doesn’t change.
On the horde side there is a herald next to the command board that gives the quest “Mission Statement” to get you started for BfA. While there is a similar NPC next to the alliance command boards, they offer no quests (even with trivial tracking turned on).
There is currently no way to start BfA for level 10 allied race alliance that I can find.
After the patch on Tuesday, I had several toons below level 50 that had a quest to Boralus from the Marshall next to the war board in Stormwind. I didn’t pick up that quest on most of those toons and now it isn’t available to them and the Marshall is not there at the war board.
UPDATE: One of my toons, a lvl 27 DK (Alliance), picked up the quest from the Marshall on Tuesday but did not turn it in or otherwise complete it.
I just logged on to that toon and there was a quest available from Anduin in the Keep in the first room on the left as you enter. It is the quest that sends you to Jaina who then sends you to Boralus.
And a level 13 toon who completed the questline and is already in Boralus is able to pick up the quest for Tiragarde Sound.
I think you might be reading into that a little too much. A little light-hearted humor to lighten the mood seemed appropriate.

Derailing threads is not advisable Pu… You have been told to stop numerous times by the Blues here. If you think Pearl’s post is in violation report it. If not the extra commentary is unneeded, especially in an already contentious thread.
There is no reason for it. You are derailing threads. You were just told to stop a couple days ago (again) by Vrak. You do this all the time and it ends up getting threads locked.

This issue appears to be extremely widespread. When trying to create a ticket / report this issue in-game we are being directed to post in the bug submission forums where there is already multiple threads on this subject.
Has this been escalated to development? Is there an associated knowledge base article created for this yet? Where are we at?
Currently no new characters are able to engage in the current expansions’ content. This has a large impact and a very wide scope.
A large number of posts does not mean it’s widespread.
Because that’s where you report bugs. GMs don’t fix bugs so filing a ticket won’t resolve it.
If there is a bug report, QA/Devs have it.
Just one small correction:
New characters CAN get to BFA if
- It’s a new account
- You level up a character in Exiles Reach and also complete the tutorial in Stormwind.
Allied races are currently locked out, as are characters that skip the tutorial after leaving Exiles Reach.

I found this to be true as well.
I made a new Worgen character with a new player friend. I skipped the Stormwind tutorial and instead got phased to a different version of SW where Anduin is gone and Turalyon is there instead. My friend can see Anduin and accept the ‘Nation of Kul’tiras’ quest. However I cannot see it nor accept it. He can’t even share it with me. This is affecting more than just Allied races.
Edit: to add. The portal to Kul’tiras is strangely open in the Mage portal area, however I am unable to use it. It’s as if my account had BFA removed.
Hopefully this bug can be fixed quickly because it is somewhat ruining the new player experience for my friend that we are unable to play current content together. Would also be nice if Chromie Time had its restriction on new players removed. It’s a horrible decision.
My issue is similar. I actually can use the portal to Boralus, but I can’t do anything once I’m there beyond doing World Quests and a few other random quests that show up as available, such as the scrapper quest. The questline to go there normally just isn’t there, and Turalyon is in the throne room, not Anduin. I submitted a ticket.

I transfered and faction changed a character from horde to alliance, upon completion i logged in, got to stormwind and was given the starter quest for BFA to attend the war council, the quest instantly disappeared from my quest log, so i cant even abandon it and restart it. i can access borales through portals but i cannot start the war campaign at all, i submitted a ticket and got a blanket response telling me they cannot look into the issue. I paid you money for the the transfer it bugged. fix it please or refund.
