A) Changing current specs to another role = balance disruption
B) Adding new specs to another role = balance disruption
The difference between A and B is that A will piss off the population from that spec that was changed.
So option B is the way to go if they’re not completely out of touch with reality.

Either option will piss off the population, they are in a constant state of rage, that argument is not very convincing to me. If they simply add then there is more to maintain.

This isn’t one, simply because balance is thrown out of the window with every new expac and addition to the game. It’s in a constant state of balancing.
If a spec takes X amount of time to maintain over the course of a year and you add a spec that takes Y amount of time to maintain then the total amount of time is greater than X assuming neither are zero.
So, yea adding specs increases the amount of maintenance work.
The blizzard team put 0 hours in balancing and bug fixing combat rogues in retail wow this year.
They could have NOT added Devastation and just added Augmentation from the get-go. But they didn’t. Augmentation is a test for them.
And yet Blizz is clearly in favor of adding more as they currently have.
Paladins received 0 development time during Alpha/Beta.
Rogues had the best trees coming out at the start of the expansion, they also had the rogue dev talk with people on the rogue discord.
They’ll get development time when Blizz thinks it’s necessary. Outlaw is also in the middle of the pack as far as dps is concerned right now, the other specs need buffs before it.

Combat Rogue > Outlaw Rogue
Survival hunter from Ranged > Melee.
Change of any sort will make people complain but as we can see it fades in time and is accepted if done well. There was a time both of those specs had their time. Since the talent trees were dropped they have sense lost their vision. All hunter IMO are in a sorry state. 20+ points being spent on multipoint talents in a single tree is just lazy and lacks any vision not to mention how restricting it is on any choices you have. Both rogues and hunters need reworks across all specs and I for one would welcome something new. Tank Survival, support Beast Master? Sounds fun if you do it right. Bard Rogues? Why not? Other games have proven the concept is fun. Just don’t put some dimwitted designer on it like they have done for the current iterations.
Those are still the same role, doing DPS, going to Support role is a different beast.
Make new specs and add to existent ones.
