I checked that, but it’s not there. It’s only in collections, but apparently you don’t get access to it until level 20.

That’s correct. We deployed a fix for this bug 20 minutes ago, at 6:51 p.m. PDT. Now, player-characters that only unlocked Steady Flight prior to 11.0.0 can again use Steady Flight as expected.
