AFAIK, the Night Elves treated them with at best benign indifference. They certainly didn’t come to their aid when the Kalimdor centaur were turning them into pincushions.

Bal’ameth is NOT neutral. It’s a friendly city to Alliance players and a chilly reception at best to Horde champions who were active in saving the tree. There’s a direct portal to Stormwind, none such exists for Ogrimmar.
At 25/25 you can run missions, but then you can activate a 26th, but then you can’t run missions any more. But given there’s no point to, I just leave them at 26/25 permanently. Unfortunately you can’t activate any more than that, though.

There’s no indication that the Tauren asked for help with the Centaur problem. The Tauren were handling it for one-thousand-one-hundred years without anyone’s help.
Yes but the Night Elves would have definitely been aware of their lack of success. And they just stood by.
I have the impression that if ANYONE entered the Night Elf woods asking for help, they’ve have been greeted with a hail of arrows.

The initial limit is actually 15, unless you have a barracks at level 1 (20) or level 3 (25).
Tyrande let the Orcs enter the forests in Warcraft III and hoped they were just passing through. The arrows didn’t hail until the Orcs started cutting trees. I don’t think the Tauren were into logging, and likewise the Night Elves really didn’t go out into plains areas until Naralex in Vanilla trying to regrow the forests that were around Then’Ralore.

Probably not, but I don’t think they cared one way or the other really. The Tauren care more about the earth and plains than they do about the forests. Especially forests that aren’t in their territory.
Unless you want to explain why the Night Elves are chill with all the logging their human allies perform.

Im quite alright with cities, including capitals, being open to all players regardless of faction. Mostly because I dont like being limited to thoae cities, and I loathe being forced to use Borewind whenever i play Alliance. Literally the least interesting or creative city in the game. Modern Ogrimmar isnt much better, with its blatant hypocrisy in regards to war-mongering and everything just plopped there at the entrance.
