Like I mentioned in one of the various paragraphs above, many alliance members/races go neutral when fighting greater threats, that doesnât mean it would make sense to see them running around Orgrimmar/Dazarâalor freely cuz âneutralityâ.
The same applies for every alliance-leaning race who opens their doors to the horde whenever thereâs a greater threat, technically all alliance races are neutral.

Narratively, if Dalaran werenât shelved during BfA, I very much doubt they would be seen prancing around Dazaralor or being neutral towards Sylvanas who literally wants to murder everyone. The same for the âneutralâ night elves on the broken isles.
But they were shelfed, the same as how the draenei spaceship was shelfed, or the high elves, or the broken isles night elves, because that would have been too op.
It does, though. You donât describe something you share as âyourâ. If she described the Horde to say, Gorfax Angerfang and she described it as âyourâ Horde, it would clearly indicate that she doesnât consider it her Horde.

They went neutral in Wrath. Jaina had them go back to being Alliance. Then Khadgar had them go back to being neutral. Khadgarâs still in charge, so why would they suddenly go Alliance just because the Alliance and Horde are fighting again?
Khadgar literally has a sook about this in BFA and says the Kirin Tor wants no part of the Blood War.

Dalaran was Alliance leaning at one point, though memory escapes me exactly when. I remember something about them supplying the Alliance war effort indirectly, while they were otherwise neutral. Iâm almost sure this was pre-Khadgar though.
Since it was something about a war, maybe it was Cata? Canât remember.
