It is also misleading, Sanguinius. As Rufflebottom mentioned using a VPN is not against policy, it is just unsupported. While there are a lot of theories of what resulted in a penalty, it is not simply for using a VPN.

Unsupported, means that they are unable to help you if anything goes wrong, not that it is not allowed.
