So you’d be okay with any other background NPC character with no backstory, but because it’s Pelegos you get your pants in a twist.

I just enjoy cool looking characters. Me like shiny rock.
The Jailer? Decent.
The replacement Arbiter? looked cool, mysterious, a higher power.

Sylvanas. The cosmos needs a leader of action. Someone to kindle the flame’s in its denizen’s hearts. With only half her persona she was the most effective leader in horde history(for good or ill), now with herself fully restored?

he is the perfect substitute. a soul freely given.
he is un burdened. no attachment to being something else.

but. i think a substitute for him would have been the speaker of the Arbiter. though i dont know if they could rightly choose were to send everyone that comes through.
it certainly wasn’t going to be the player character or anyone else there, they all have other things to do than sit there and play sorting hat all day.
many are called. few are chosen. and even fewer bother to answer the call.
he isn’t the “purpose’s” first choice. (became the jailer)
he isn’t even the second best choice. (got deleted by jailer)
he isnt the third choice. (corrupted by Argus followers)
he is the only one choice since no one else fits the bill of offering up their soul. no others there to take the place.
circumstances dictate that there isn’t time to find another.
devourers have ruined the equipment needed to make another empty Vessel
who know how long if at all possible it would be to get that back and running.
so, as far as the story goes, it works. its not destiny but circumstance and opportunity.
