After opening a tech support ticket and going back and forth it was recommended that I file a bug report and/or post on the forums.
I made new characters and joined a guild Shirts Angels on Wyrmrest Accord.
The following happened:
The guild UI does not show me as being in a guild.
My characters do not appear in the guild UI ( j ).
My characters do appear in /guildroster.
I also cannot join communities.
I have taken the following steps to resolve the problem and they have done absolutely nothing :
Turning off all addons.
Restaring the client with all addons off.
Gquitting and rejoining.
-Gquitting and rejoining with addons off.
-Gquitting and rejoining with addons off after a restart.
Removing the WTF and Addons folders from the game folder and repeating step 3.
Restarting my computer and repeating step 3.
Doing a repair and repeating step 3.
Deleting my cache and repeating step 3.
Bouncing my router and repeating step 3.
Opened a ticket, did more troubleshooting, was told to come here.
Reset the user settings and repeating step 3.
Ran /console cvar_default and repeated step 3.
Used a different computer and repeated step 3.
Seems something is broken.
I am having the exact same problem and likewise executed many of the same steps to resolve the issue to no avail.
I have changed my guild ownership to an alt as suggested in another thread, nothing has happened.
Another guild UI I found was that all ranks showed as requiring an authenticator even if they were not actually set to require one. Again going to /guildroster allowed me to set people properly.
This problem remains after the restart.
It’s been about a week and I’m still afflicted by this problem.
What do I have to do to get some help around here?

I transferred Sandinal to a different account and the problem persists.
I gdisbanded Shirts Angels and remade it and the problem persists. I used different characters to charter the guild since the afflicted characters were all founding members.

Oops. This character was not afflicted but now he is.
Tried joining my roommates guild to see if it fixes things. It does not.
This character is now afflicted. It’s been 14 days that I’ve been dealing with this.
It’s been over two months. My ticket has been escalated.
It’s still broken.

Thanks for your patience while we investigated this issue for you. I reviewed the case we have for this, and it looks like you may not have noticed or received our message about this.
About a month ago we heard back from the developers on your issue - and it appears that your issue is a very rare situation. From what we can tell, it’s likely due to being in too many communities. Because of the way the communities system works, there is an upper limit to the number you can be in on a single battle.net. This includes all guilds, all in game communities, and all battle.net communities. Most people don’t come anywhere close to this limit, but you have 5 accounts with over 100 characters between them on this one email.
You should leave as many communities as possible across your characters to resolve this issue. I suggest starting with inactive guilds, or leaving communities you seldom use on characters that you do not play often. This should allow you to backfill your community slots with your new characters which you play more frequently.
