And If you like playing Raids, or Dungeons, or PvE content? Then you simply shouldn’t be allowed to be a Tinker?
You should have to pick a Mundane class that uses Magic or Weapons?
I just don’t think a profession that can’t be used in PvE is very representative of the Characters we see in WoW today.

This one is hard to answer. On one hand I want to say “No, it wont be restricted to only those two races, We’ve seen Orcs, Draenei, Dwarves, and even Vulpera mess around with Technology.”
But on the other hand, There’s a solid likely hood Blizzard would limit the class to “Small” races. That way the Mechs are a reasonable size.
Different skins aren’t necessary. An explosion is an explosion regardless of race. Possibly some Glyphs or Engineering Items that let you customize your Mechs.
And as for a Goblin and Gnome expansion? I don’t know about that. But an Underground themed expansion, or an expansion where Gallywix is the major villain would be a good enough excuse. It doesn’t need to be ONLY goblins and gnomes.
Blizzard has the option to make the class only available to Gnomes and Goblins and their allied races, however they have made it a point to showcase Draenei also piloting mechs (warframes), so it’s a possibility that they would expand the concept to Draenei as well. This opens up the possibility of a more expansive class, because on the Horde side you have Nightborne artificers that are also utilizing mech-based technology.
This opens up two potential tracks; Make it heavily Gnome/Goblin based, or make it encompass Goblin/Gnome/Magitech and open it up to a lot of classes. I don’t know which way Blizzard will go, but I do believe the key component here is the mech.
I have no idea what expansion theme this class could arrive in. It could be with a Yrel expansion since her military utilizes Naaru technology, and that could give an excuse for the races of Azeroth to band their technology together to fight back, or it could be an expansion where we deal with the brewing robotic war supposedly happening underground Azeroth. In that expansion, the Goblin continent of Undermine could be implemented, and Azerite-based technology could be utilized.
The DPS should be ranged (guns, bombs, lasers, etc), with Tanking utilizing ranged abilities at close range (flamethrowers, energy fields, etc.).
I would believe this is a possible expansion, he sides with Sylvannas and isn’t well liked by other horde leaders, I think he could be the gateway to a…what do they call it, Undermine? Expansion where you see more goblin technology.
We barely know anything about undermine but its possible to cook up some underground enemy like troggs, the faceless or mole people of some kind to act as a background threat after chasing gallywix down. Would also give the gnomes a chance to bring their mechano tanks out of gnomeregan to combat whatever gallywix has.
Undermine and Mechagon City seem like the perfect staging grounds for a deep underground expansion. Goblins and Gnomes would both utilize the Tinkers for digging and exploration.
Gallywix runs away after BFA, Now he has major motive for Revenge on both the Alliance (For the War & Mekkatorque) and the Horde (For Losing his position as Trade Prince & Rivalry with Gazlowe, who is a Steamweedle Goblin in charge of the Bilgewater Cartel)
So. Gallywix, While all the worlds leaders are away in the Shadowlands, musters a massive army out of the Venture Company, using the assistance of the Rival Trade princes.
We come back from Shadowlands, only to find the world is being taken over by Goblin Storm Troopers, and Gallywix is trying to rule the world with an Iron Fist.
And Gallywix has all this power because he is using the very last dregs of Azerite in the planet to fuel his guns and machines.
Basically this.
Heroes of Azeroth versus Troggs, Leper Gnomes, Goblin storm troopers, the Enemy Trade Princes, and of course. Gallywix.
It’s important to note that Kezan had HUGE amounts of Azerite on it, so if Gallywix was able to secure that, he would have a major upperhand technology-wise.
Helix Blackfuse showed just how dangerous a Goblin genius could be.
Indeed, If Gallywix was able to have Azerite empowered troops in an Entire Army. It would require the combined might of the Horde and Alliance to take him down.
But since his forces are so technologically advanced, and organized.
Perhaps the Champions of Azeroth need to use Technology too, to level the playing field.
Indeed. One goblin in the Right Place, who seriously hates the Alliance and the Horde is a very dangerous person.
And Gallywix is already set up as a Villain to both sides. He is against everyone, and everyone is against him.

I like the Idea that Undermind would also be a major capitol.

Possibly allowing for some Gangland PvP. Say there’s 3 different factions you can join, and they can fight in 3 way Arenas for honor and cosmetics. I don’t know, just a thought.

Helix Blackfuse was a damn interesting Villain, and a great raid boss.
The Legion Technology is more impressive to me, because Legion Tech is all brutal explosives and killing machines.
Titan Technology has always show to bleed the lines between Magic and Tech, Ulduar and the Forge of Origination are giant Super computers running on Arcane Energy as a power source, and Ley lines across azeroth are actually just circuits on a Motherboard.
This sounds like so much fun. This would also allow for content to be placed all over Azeroth.

Toxic sludge oozing out of pipes. Smog so thick you can barely see the higher levels of buildings. Elevated railways with sparks raining down on us. Street vendors selling sewer rat burgers.
Spam would be a constant advertisement, simply repeating the same phrase without bringing up different points or evidence, or making so many posts that it actively inhibits viewership of the forums.
I don’t do any of those things. I keep things polite, on topic, and I change my relevant evidence every single time.

This is what I’m aiming for. A WoW expansion that actually takes place all over Azeroth. Like Cata.
While I’m a sucker for Cosmic Horror and Old God themes, I’m more than happy to take a step back and re-revisit life on Azeroth. I’m still hoping to go underground and combat the Black Empire … maybe even help with healing Azeroth. An underground land of the lost jungle Dino zone, a giant geode zone and a very dark zone with glowing flora/fauna would be amazing. Of course not forgetting a Black Empire zone, filled with pyramids, obelisks and mean voidy things!
But to your OP, the Gnome starting area without Tinker really does feel … off.
I would like more Old Gods, specifically ones that are underground.
But I think a better starting pitch for an underground expansion would be Gallywix, just because he’s a clearly marketable villain to both sides.
And I’m glad you understand, Picking a Gnome, and being around all this cool Technology, and handling the Fallout from a Radiation Leak is SUPER cool.
But without a Tinker class it just feels… Weird.

Gallywix should come back after Shadowlands with an Army of goblin Stormtroopers, Tricked out in Helghast style Armor. (From Killzone, look it up if you don’t know, It’s quite a cool evil aesthetic)

Dieselpunk! I love that theme. WWI German style helmets with gas masks and glowing goggles. Oh wow, I can see a whole new aesthetic coming from that. New Mechs, flame throwers, bulky machine guns, long coats and air ships.
Maybe a bit of super soldier genetic engineering, just to add a bit of fun.
Imagine an Expansion with Gallywix as the Forefront Villain, Air-dropping troops across Azeroth, to rule with an Iron Fist while the Major Leaders are at their weakest.
And The Champions return from the Shadowlands to restore the peace.
Gallywix Hates the Alliance and Hates the Horde.
He would stop at nothing to be the top-dog for ALL of Azeroth.
