My problem is the argument used. You can’t just say something like this when monarchies are very different depending on when/where they are enacted. There’s a lot of variance to rules there and none of them are specifically stated in game for any area.
This isn’t a historical world government study, champ.

If the quests told this angle and made it clear Genn was going to be taking time to guide Tess through tutelage, that would’ve been just fine. Nothing was said or even alluded to, though.

Dunno if you noticed but Genn’s model and voice acting reflect a man whose age has finally caught up with him. Abdicating to a child at his wizened age is fairly standard in a monarchy.
The quest was a bit small but the ending pretty much hammered the reason down and it wasn’t anticlimactic at all. Pretty obvious actually.
