What they’d likely do to make it so would be like the flower crowns and you have to do a quest for it, which in and of itself isn’t a horrible option, but honestly, they need to just allow holiday mogs all year round with no restrictions or hoops to jump through.
If someone wants to mog their gear in the winter veil outfits year-round? Let them.
But “mah immershun!” you say? Take a long walk off a short pier. There are equally, if not far more, gaudy things that aren’t holiday related and are just as immersion breaking. The game won’t implode if this is allowed, I promise.
