Yes but have you ever seen it this bad before? Sure it will pickup some at the start of 10.2, but it’s never been this low before.
I can’t even find some random low key to do, all I want is 8 M+ of any key level of any dungeon just for vault slots, but with only a dozen to choose from with most being somewhere in the mid to high keys means I have to put on my game face to do those runs and I don’t want that, I just want some braindead runs to have some fun with.
Perhaps the game just needs another population exodus to elsewhere by losing 50-70% of its current population again. Then perhaps Blizzard will be more intent on listening.
The game’s old, dated, a decade behind technology that current games are being made on. Guess what? People quit playing Pac Man and Tetris, too, except for nostalgia’s sake.
Some people just prefer old flying, for one reason or another. Blizzard stuck it behind PF out of spite I guess. To your point, yeah, we still have DR, so it was asinine to do so.
So yes, despite being one of those people that prefer old flight. I will not be doing PF. I have better things to do with my time.
But listening to what? Maybe the minority of players in the forum which represents a minority of players in the game has it right. Maybe they don’t. Here once again, the various reasons people have given in this forum as to why subscriptions are down. Are they all right? Some of them right? Some contradict each other. Here they are:

When WOW was first created it was one of the only D&D like MMOs around. Now there are hundreds of new ones each year.
In an industry where 5 years is middle aged and 10 years is an antique, WOW is an 18 year old game competing with tons of new technology.
The trend these days is toward social media and mobile where WOW doesn’t play well.
Some say it’s the story writting particularly in BFA and ShadowLands.
Or it’s the toxic culture of the players that’s causing people to leave.
Others point to specific abilities like “borrowed power” that have been taken away.
Next we hear that it’s time gating
Death. Wow players aren’t getting any younger, and younger players don’t share the same attraction to MMOs… particularly ones dominated by older people.

I’ve logged on only a couple times over the weekend to do the timewalking dungeons. They’re boring - quick and easy runs with very little interaction; I try to spark conversations but no one really wants to chat.
Almost all of my WoW gametime right now is spent in Classic Era HC. It’s ridiculous. I’m enjoying it so much I don’t even understand it.
The paranoia of getting whacked in the game is high.
There are LOADS of other people playing. The world is constantly alive.
I wish retail was this alive - I would play it then. But it’s not. So here we go… agane.
There is still a player base it’s just spread out over 4 different games: retail, HC classic, classic era, and wrath. It feels thinned out and it is. This will only get worse if they go ahead with Cata.
