IMO, best course of action is to change scale to automatically upgrade the legendaries to 535 without crests or flightstones and retroactively fix players legendaries who have already upgraded with the scale.
There is zero chance there will be any compensation, especially in the form of bullions as that would put legendary users 2 weeks ahead of everyone else.
Impressive botch job with this having been reported on PTR over a month ago.

An actual ETA on a fix is the bare minimum. We can’t get a response to any of the valid concerns brought up here.
What happened to the community manager? Its all a sham, just buy your 6 month sub and their job is done.

The devs sit and laugh at the rage comments. They legit do not care about the problems that are happening in all versions of the game. People play test these things and betas and PTR and submit bug reports but they do not care at all.
Already did the tedious quests and all to get the legendary first time, why even have it upgrade, just have it max ilvl. How is it any different when the items were current originally?
hmmmm actually legendary players are ≤ other player on bullions because other player could gain a max ilvl weapon from vault or mythic raiding to save 2 bullions for weapons. And regardless legendary players have to spend 2 for weapon first.

Very nice to grind all that hc kills on fyrakk and do whole day of grind to get leggo and than have Raid finder ilvl item while other classes swing around bis weapons mythic ilvl.
There has to be an update, fix or realistic ETA today right…??? just make it be fully upgraded
A full day without any further communication seems more than fair as the limit for your inferred “patience”.
I generally feel that people complain way too much on these forums, but the fact that this was a known bug that was ignored is beyond moronic.
At least increase the flightstone cap for the week in the meantime so people aren’t being even further delayed on character progression because they want the right materials ready when you all finally decide to give an ETA or actually fix this issue.
Its either they’re lazy or they thought they fix it but bug came back.

the community/warning them that the item is bugged?
Why not forget about that broken item upgrade system and simply implement a vendor item(with proper price ofc) that would upgrade leggo axe/fist to max ilv? Just like cores for legendary cloak in 8.3.

I’m a bit late in welcoming all the posters here to the bug forums. Many of us have been here for awhile waiting on the black netherdrake scales. I’m not surprised that this is broken for you guys since everything else with the patch and season seems to be too.
Come on guys, a compensation is not needed. It’s not that big of a thing, we need to have patience.
