Now back to the point of the matter which is why you are attempting to limit people’s ability to express themselves thru the mastered art of gif storytelling. Why, the person that railed on about how bad ignoring a whole person’s account would be, are you now attempting to limit people’s ability to post all because (checks notes) you think gifs are bad.

you could have just written “no” to convey that message.

to the first question i would respond: No, you could have just written ‘no,’ so the gif was not necessary.

to the second question i would respond: Yes, it does create an atmosphere that is non-constructive - the actual picture of the gif - deathwing’s head on mario’s body - is distracting from the point you want to make, which makes the gif not productive: instead of someone looking at your message and seeing ‘no’, they see distracting images.

then you run into the situation where posters are now commenting on the image in your gif instead of the message, which hinders any productive conversation regarding the topic of the OP.

That is not for you to decide. If you feel a thread is inappropriate or is violating the Forum Code of Conduct, you report it. You do not get though to decide on whether a thread is inappropriate, that is for Blizzard to decide.
