Read the posted thread/link. It basically nerfs energy regen when powershifting cat form. It just makes cat form to have to wait for an extra energy tick which is a loss of seconds which is a dps loss.

powershifting was a player meta to boost ferals average dps
is working as intended now
that is blizz train of thought with this one
Seal twisting was also never intended, yet here we are.

They re-broke it for Ret pallies. On purpose.
