Again, I can speak only for myself, but if they removed the auto squelch and simply “flagged” accounts for manual review once that target number of reports, it should take about the same amount of time for a manual review to determine if any violation occurred and apply the appropriate punishment as it currently takes to review the an auto squelch and either overturn it or apply the appropriate punishment.
The difference is that there would be no player imposed punishment prior to that manual review.

I reported more than a few people for “chat that would make a prostitute blush”. When I reported someone I added them to my friends list. I do not recall a single time when someone I reported did not disappear from that friends list.
I guess I do not pay attention that much to chat, if I am idle I usually am doing something on the net, like these forums or what not. If I am questing or something I do not even see it. From what I know in the past from what I have seen, is I do not let words hurt me. I always think of the phrase: “Show me on the doll where these words hurt you”.
The only thing I care about is if it can be abused or not. By people using the tools given to them to ignore and report (without applying punishment) and letting blizzard decide to punish the offender, or punish the person doing the reporting for false accusation.
