Cannot complete druid campaign quest: The Emerald Nightmare because Malfurion bugged and wonât give access to Cenurarius. 3/23/21 âŚ
Found a work around for this.
This raid seems to ONLY be bugged when on the âBalance of Powerâ questline, specifically âThe Emerald Nightmare: In Nightmares.â
So, before entering the instance, abandon the quest, kill the bosses up until the bug, and you should be able to get to Cenarius. I killed Cenarius, but it may or may not be a necessary step. I didnât want to risk it.
Port out of the instance, and go back to Kalec in Azsuna. Pick the quest back up and then get back to the instance. When you enter, it should put you right where you left off.
After killing Xavius, get out (you can use the portal behind the druids), set the raid to a different difficulty, and then go back and get the Deathglare Iris.

I was able to get Malfurion to open the way to Cenarius on my first run through Normal, but had to log for a bit before I could kill him. When I came back, it was bugged. Iâm guessing it has something to do with the quest and reloading the instance after the initial round of bosses are down.
Whatâs weird is that Iâve cleared this raid solo since 2018 with no issues, even though I nuked each boss, didnât often get hit by most mechanics, and just went clockwise from Ursoc each time on multiple characters and multiple difficulties. Today was the first time I encountered this bug. I cleared Normal and then cleared Heroic up to Ilâgynoth last night and went to bed. Today, I downed Ilâgynoth and then Malfurion wouldnât offer the dialog to open the portal (just the skip quest) even though he wasnât channeling. =\
Hilariously sad, this is still bugged.

Still bugged. Never gonna get this damn Sharptalon Hatchling quest done⌠How can a bug exist for 3+ years and still counting without being addressed?

Okay so, I managed to get this done actually. Biffmeister (quoted below) mentioned a specific order to follow as well as a quest that should be dropped b/c it might interfere with the dialogue. I dropped the quest, reset instances, and it still wouldnât work for me. But I had the quest active when I started and I had already strayed from this order. So I waited until reset, and I followed this exact order without picking up any additional quests that Malfurion mightâve had. It worked that time! Idk why itâs still buggy like this and it was frustrating to have to start all over. I hope this method works for you! 
I had no issues clearing the mythic raid this week. I did notice though that the 4x kill quest gave me ALL 4 Cenarius items upon 1st kill though.
