They were already doing that with the Wild Gods, and it was not enough. Don’t you remember the cinematic from the start of the expansion?
They are trying to preserve the spirits in their care - deleting them whole-sale for their anima would actually hasten Ardenwields demise, not restore it.
Under current circumstances the souls would have still gone to the Maw. Under prior circumstances the Arbiter would still judge each soul and send them to their appropriate afterlife, so there would be no guarantee that Ardenweild would get their anima. It wouldn’t do you any good.
Believe you me, the Horde is already had to suffer through the same story you have, just with the word villain plastered over their forehead by the same uninspired writers that glued victim to yours.
Rooting for more suffering is just rooting for more of the terrible writing I think we would all rather get away from.

That Elune didn’t bother to check where the souls would end up, or why there was an Anima shortage in the first place before sending her favorite souls to the afterlife?

How is that not incompetence? Only thing I can think of, is Elune knew where the souls were going and did it on purpose.

I enjoyed the music, and it was a very good looking cutscene, at least. But it does seem like they’re working to fix what was slacked off on in BfA. Again, it seems haphazard to an extent, and there’s a lot of cut material that the Shadowlands stuff is acting as if it’s there.
I think the implication is less that Elune didn’t know souls were going to the Maw, but was unable to intervene enough to save the Burning victims and instead tried to intercept them and send them to Ardenweald, but failed. So it could be that they were snatched en-route and she didn’t know, which isn’t good but is slightly better.
This cutscene, and the one where Tyrande fights Sylvanas, both seem to be written and designed around the idea of there having been a far more active Night Warrior arc, in BfA, and more showcasing of the kaldorei fighting the Horde and taking vengeance. Essentially the last expansion is like a ball and chain holding the current stuff back.
