If we believe Ardenweald is the intended after life for Night Elves, which I agree, then we must also recognize that the statement implies Elune could’ve stopped it.
Debatable, we don’t know what the Naaru do with souls that get to the Light Plane.

She actually did. She directly made Tyrande invincible to all harm in the War of the Ancients. Not even Azshara could hurt her.

Well, it’s called the Great Cycle for a reason. They may not be reborn on Azeroth or as Night Elves though. They might come back as trees or grass or something like that. I wouldn’t get my hopes up too high.
