Those abilities are apart of the Covenants identity. It’s inherent to that particular culture, regardless of what the story dictates. It has nothing to do with player agency or power.
The problem is that Blizzard doesn’t illustrate that because for some reason they never put effort into the Guards or non-essential NPC’s.

You can already switch to whatever you want. You just have to wait for the arbitrary time gate. Also if you pick Kirian as Ret you’re trolling your group.

Covenant would work perfectly if it didn’t have a major impact in mythic/raids. So now you’re dealing with a trade-off between flavor/effectiveness. And that’s why people are upset.
Maybe you can look at it this way: Why can’t I make a choice simply based on what I like without having to worry about my effectiveness?
Maybe 10 years ago, this would work. But now, it just doesn’t. Information flows way too perfectly and people will always operate on the level of “I didn’t make an optimal choice.”
Its “arbitrary” because you have to make a choice that you feel isn’t relevant. And yet, MANY others feel the opposite.
Making a choice in a video game is common practice even in WoW. Just because they haven’t done it in a while, doesn’t mean it shouldn’t ever happen again.

I think the data would say the opposite. Far more people visit IcyVeins than people who visit WoW lore websites. Making your character as strong as possible is also an RPG element. I think there are far fewer players who are ok with intentionally handicapping themselves than you are leading on.
Nah, I’ve played it. Divine toll is very useless on single target and barely useful on AOE. Also 2 other covenants provide mobility which Ret lacks.
