Early tbcc I was a CC SV spec on my hunter and my friends knew I knew what I was doing and could make heroics easy.
I had a reputation from all of classic vanilla for knowing what I was doing. So yes I was asked by a lot of tanks and healers to help their heroics run smoothly.

Well, they did take pugs if they had no other option. They asked for me before they pugged.

If all of the Dual Spec popularity polls were entirely fraudulent and just one guy slapping down 100k votes in favor, fine, it doesn’t change the fact that Dual Spec is a popular request. There is no magic threshold for authenticity of polling for Blizzard to make a change based upon what they believe is popular consensus.
No matter how many times you try to demonstrate that Blizzard may be working off of flawed information, IT DOES NOT MATTER AN IOTA. Blizzard’s own internal discussions are likely fraught with bad assumptions, bad facts, bad information, etc, and it never sees the light of day and changes get made based upon those internal discussions. So trying to prove that polls can be rigged doesn’t actually budge the needle.
Also, you have to demonstrate how each poll was in fact duped to a significant degree to alter the results. That someone can manipulate a poll doesn’t mean that poll was actually manipulated. And most importantly, if you manage to prove how Poll A was fraudulent, you don’t get to rely upon your results to dismiss Poll B, Poll C, etc.
You’ve done none of this, so your insistence that polling is inherently flawed really doesn’t do anything for anyone.

If you play a healer you know how much easier good CC makes a heroic. And considering I was CCing 3 targets for 20+ seconds.
Being able to CC well was. Ery valuable for early heroics before people outsmarted them.

I can only state my personal experience.
I spent all of classic vanilla building my reputation on my realm. Helping people level, giving free dmt buffs to tanks and healers, I even got recruited for a few weeks on the top guild on my realm for a little while, but I left after being benched for a month straight. They likely invited me because I gave dmt free to any guild member, and if I was selling to them instead of free I likely would have made an extra 2-3k gold from that month I was with them. I left that guild after finding out they were using me for free dmt.
