Anyone who is running Windows 7 or 8 still in Sept of 2022 and they are using such on an internet connected device on a regular basis especially … I’m sorry but you deserve every hack you get even keyboard punching aggravation any modern software package – be it a game or productivity based…throws your way.

The setup wizard thing is not a pop up though.

So you can’t qualify it as a pop up ad even if you want to qualify it as an ad.

You start the setup wizard when you initiate the update.

Anyhoo, there is no built-in ad delivery in Windows 10 and if you’re getting ads (ads with ‘hot deals’ as you described them and not system messages asking you if you want expanded Microsoft features like OneDrive) prompting you to buy random products you’re either on adware-laden sites or your system is infected with adware, but I guess if you’re allergic to running a scan, pop off with continuing to be mystified by why your computer is aggressively trying to sell you stuff I guess. Don’t run a scan out of spite! I’m sure it’ll go great for you. It don’t affect me none.

the only thing bothering me is i gotta double check firewall rules after every update cauz they add a bunch of questionable ones everytime.

It sounds like you’re seeing AD ads and that’s a sign that you should scan your system for adware. We’re legitimately trying to help you understand so that you can take steps to fix your computer because it seems like it’s frustrating you

Click bait sites going on the myth that Windows 10 is stuffed with ads. “But it has a link to Xbox gaming in the start menu!”. Yes, that’s a windows feature you can disable or turn off if it bugs you that much.

It’s not just Dell. Any OEM builders is going to have partner deals to bundle garbageware on their PCs. Been like this for 30 years.
