I did their starting zone and while I had gotten the hang fairly quick the cooldown just feels bad, but especially in their starting zone.
That said, you can complete their starting zone without it if you want to continue on a Dracthyr. Or import a level 60 char and get to the regular dragonriding unlock to practice more before going back to the Dracthyr.
Unlocking Dragonriding is pretty quick, and the intro quests for it give you a ‘reset to the start’ button with no cooldown, so you can keep practicing with it as much as you want to get a hang of it.
To the OP though, it definitely feels like it would be better if soar was just treated like standard dragon riding with no cooldown, even if it was something like ‘before unlocking dragon riding, soar has a 1-2 minute cooldown, but once it is unlocked it it just uses the normal dragon riding features with no cooldown’

I agree, i wanted a dragon race for longest time, esp in a mmo, but it just strikes me odd that ability to fly isnt given to them, especially when they can fly otherwise. Soar really needs a running wild treatment. Just let players who loves dragons enjoy what they do best, fly. Having to jump on another dragon just to be able to fly is so dumb i cant even put it in words.

I have wanted a Dragon race too, but the way Blizzard implemented it…naw. Pass.
It can’t even do dragonriding as itself. Yet you see NPC drathyr fly around no problem. Very immersion breaking for me. And Soar…it should just be how the Dracthyr fly with dragonriding abilities…period.

Now that I’m in beta and testing out Evoker, I can say with 100% certainty that Soar needs to have no CD and be given full dragon riding capabilities.

Right? I just got in too, and it one hundred percent feels awful having to go from swooping around with your own wings, to having to use another creature to fly.

I don’t think we will hear anything, sadly. We will have to keep watching all the Dracthyr NPCs fly around, and talk about flying around, while we deal with the fact that evidently our character forgot how to.

It is definitely a downer to watch the NPCs just fly around and hover like we should be able to, but can’t.
Personally I think Dracthyr should have an option to be able to fly normally just as druids do in flight form, perhaps as an optional alternative to Soar.

I got into the Beta, and honestly?
Soar as a Dracthyr feels a lot better than dragonriding. Your dracthyr form is sleeker, and you can tell it’s slower only because of how Dragonriding mechanics work (and getting places more slowly).
It feels so wrong to get on a huge clunky dragon and try to do what you as a dratchyr does. Not only that but you see NPCS constantly flying.
Dracthyr as a class has several abilities that even focus on flying around, including hover which is a baked in cast while moving ability you use pretty often with the right talents. There is no reason for soar not to function like flying in the old world, and full talented dragonriding in the new. It’s a lot better in every way.

Another round of updates and Soar STILL has a cooldown.
Once you have 6 Vigor dragonriding and can infinitely be in the air basically Soar is completely dead. It serves no functional purpose at all.

I would be happy if Dracthyr got normal flight. No CD. That would be fine with me. Let them be able to do normal flight much like a druid flight form or something.

What happened to your original avatar? 
That character existed on a realm that was deleted on tbc era classic and so was moved to a different realm and forced to change name due to that name already being taken.
In the process, the character lost all forum data. So to get it back, I had to recreate the character on vanilla era because the original realm still exists there.

They are not letting Druid use there flight form they are nit going to let the dragon fly yet mak be later on
