I don’t think it’s over rewarding. It is over rewarding. But every one knows Blizz has to over reward the content so participation numbers look good.
Aside from most CE level guilds actually do require it the first week. It’s better to not claim things when you don’t have any idea what you’re talking about.

The reason these guilds want to do Delves to get gear, is because they don’t feel like actually doing the progression part of progression raiding or M+. They wanna skip that and go straight in for early clear. They are always looking for exploits or what-not.
I mean, even top World-First Guilds have gotten in trouble with Blizz countless times for using exploits to game the system.
If I were in Method, I’d be absolutely ashamed of myself, probably would have ducked out, when I saw them using exploits to achieve their ill-gotten world firsts.
No guild that has ever exploited loopholes actually deserves the honor of the world first clears, and IMO, the ones using Delves to skip ahead don’t deserve it either.
But don’t punish the rest of us because of what a few people out there are doing, lol. that’s ridiculous and stupid.

This is pretty much why they have the lockouts, yeah.
Timegating is an absolute requirement.
And besides, Delves don’t even give Hero all that often anyhow and usually when it does, it’s your 6th pair of boots in a row or maybe your third ring, but all 3 of them are identical with Unique-Equipped on them, just to screw you over.

It’s a pretty real driver of value IRL too. (Even if that scarcity is only perceived in many cases)
Issue is mythic raiding is to easy till the road block mid boss.
You would see each boss killed 20 times in a row then progressed past it wouldn’t be fun.
Huh? I used to do 15s since legion for max vault/chest and basically be good to go. Cant do that anymore.
