The ilvl scaling was for everyone actually. Fresh max level characters were brought up to a baseline. And, you could have full honor gear easily in a week and be 15ilvl below BIS PVP gear.
Everyone pays to play the game. They have a right to queue for BGs or not.
If the players want well geared team mates then they need to party up and queue together.

No. Anyone who does this is childish and should realize that the only thing to blame is Blizzardâs stance on making PvP gear worthless or hard to acquire.
BGs arenât even that big of a deal either, especially when they give poor rewards as of late. If it were Arenas I could see why people get upset, but even thenâŚ

People walking into a situation where they know they are grossly undergeared, cannot contribute much to the team, and expecting to be carried for gear (when there are easier and more reliable sources to get gear when youâre a new 120) deserve what they get.
Yes, the system is broken for the 120 bracket. But everyone still knows what the system is. This late in the expansion, geared people join casual BGs to stomp on others. Always been like that and always will be like that until Blizzard institutes some sort of tiering system or something to equalize it out.

pvp gear , with resilience ( minus the crit modifier ) , like it used to be , would work just fine , it used to .
Outside of a few quest items, there are is no good loot you can farm without being carried. You have to be in a guild or have lots of friends to do raids or high lvl mythics. No New/Returning player has a chance to catch up right now and that is the issue. The time and effort it would take would be a complete waste.
Yes 100%, you are wasting a slot by coming into a BG with 8k HP. Even if youâre a healer youâre still a waste of space if you come into a BG with no gear.
Feel like PvP Stat templates from Legion, particularly for random battlegrounds, were a reasonable consideration. Effectively, youâd have at most a single tier (~15%) difference from the most geared to the lowest geared players. Thus everyone who entered the battleground could contribute reasonably to the outcome of a battleground.
At present, weâre looking at a difference between 135 to something like ~64-76 on some players who are just returning, which is something like 8 tiers of gear. Since power doesnât scale linearly, itâs pretty horrendous.
I half understand the desire to join the random battleground queue since PvP is the most dynamic and engaging content of the game, but itâs not a real avenue for character improvement for most players. It is certainly not a gateway for newer players currently.
This environment should change when Honor once again can allow players to purchase a base-level of gear from vendors with the full release of Shadowlands. Hopefully, the PvP vendor will remain updated with each season, allowing players to jump in and remain at most 3 or 4 tiers of gear behind the the bleeding edge.
It wasnât as big of a deal as people think before they turned off scaling. Still played a part, but to use my anecdote. I was smashing fools with 5-600k hp on my 440 dk before prepatch
I donât think these undergeared players should be forced to PvE and get gear. It is Blizzardâs fault for not having a decent PvP gearing system in the game.
I enjoy a challenge. Youâll always be at a disadvantage, whether itâs gear, spec, ability, etc. But people crying on the forums about undergeared people in random battlegrounds ( lol ) arenât going to stop me from queueâing up. Just like people crying about twinks in battlegrounds didnât stop me from queueâing up.
Maybe with enough tears about people PvPâing to gear up and not PvEâing to gear up for PvP Blizzard will fix all the glaring issues, who knows? I appreciate your concern though.
