This was reported earlier this year and still is a thing. As for the mouse not working on my window until I click off, I can’t find anything about others having that happen.
I have this issue sometimes, I assumed it was just my mouse having problems. I lift it off my mouse pad a few times and it usually gets it moving again. Could be both a WoW thing and my mouse being derpy.
Have noticed this about 5 times since prepatch.
I notice it after I click to log into my character and when I open the auction house. Most often when I load in though.
I’m experiencing this too (or at least something similar): my mouse cursor sort of hitches, resisting going in whatever direction it was previously moving. It’s maddening. I’ve tried every suggestion I can find online. I started with disabling all my addons, then deleting the WTF folder entirely. Nothing works, and it only happens in this game.

The OP in that link says his issue was fixed with a patch back in 2020, but this only started happening to me this past week.
