Even at the fountain, I’m still getting the “You must visit your Artifact Forge to buy traits” message.
I just tried at the fountain. Do you have the pearl in the center of it? I clicked on that and it worked.

Ah, that worked. Equip the Underlight Angler and the pearl is active. Thanks!
They should make Dalaran the main city for Shadowlands, just to really confuse everyone some more.

Only after they move it again to Icecrown so you have to specify if it’s that one or the one in Crystalsong Forest.

The final raid in Shadowlands will be Dalaran 4. Only the layout will be reversed because it’s upside-down in the air.

If Minion #2 ate Dalaran already then I’d have to say that #1 is definitely a light eater.

Or are we forgetting the original that still existed from Warcraft 3 in escape from durnhold.
So we’re up to 5 now!
I really need to just explore Escape from Durnholde at some point in Caverns of Time.
I guess it would be… Dalaran 4. 
I like the idea of the city moving with us, but only if it’s updated every time with more buildings. Until eventually the city is large enough to crash back to Azeroth.
Edit: Wait, where is 5 coming from?
I love Dalaran, but I can’t lie, I love Boralus more.
The Kirin Tor should raise Boralus from the ground and have it fly after us.
