There are several known issues in regards to transfers after the release of the Bulk Transfer service. Any updates to those known issues will be posted there.
If you didn’t try to transfer to an RP realm or are covered by any of those specific known issues? Then I would suggest filing a “Purchase Failed” ticket - but only if you are not affected by any of those issues listed in the sticky.
