I wonder if it will show up if you complete the quest line for the Mag’har Orcs first.
If you’ve already started that questline, then that could be the issue as you can only unlock one allied race at a time.
Edit: Also make sure you’re using the same character that completed Secrets of the sands, as I believe that’s the character that needs to complete the quest line.
From what I can see Belfy, you started the questline to invite the Vulpera to join the Horde within the last day or so but stopped at “Job’s Done”. You need to complete that questline.
I believe you should be ready to pick up On the Outskirts.
