Until this gets fixed, I found a temporary workaround with a friend. If they have the quest but you don’t, have them invite you and do quest sync. It will pop up for you and if you accept it, the accept carries over to your personal quest log and you can finish it. Oddly enough this circumvents Chromie time so you don’t need to have it on for this. Cheers.

Looks like that helps and we likely need a hotfix to resolve the quest push issue. I don’t have an ETA on it, but they are working on it.

+1 to this issue - boosted a toon and no chilling summons and no deathgate in stormwind
No offense here but this is kind of a big one, there are 0 zones for a lev 60 right now. I have got the full suit of gear from the elementals so if I cant do shadowlands this toon is pretty much dead. Hopefully blizz takes this one seriously

Not sure if this will work for everyone but I tried /run print(C_QuestLog.IsQuestFlaggedCompleted(60545)) - cause the game to reload and the prompt replied true. I then went to the mages tower in Storm and the portal to Orbios was there. Once you enter go to the Tal-Inara and he give you the quest to pick your covenant. It skips a little but at least you can choose to do the main part of Shadowlands.

I gave that a shot, the reply come back as false, portal to Oribos still locked.
Nothing shows up for me as well to start shadowlands. My toon is a new boosted character if that helps.
Adding some fuel on this bonfire, I’m having the same issue.
Having the same issue. The “solution” is a joke. Looking for a proper fix.
The solution is to wait. Check again after maintenance.

My friend (Account: Arcane, Character: Táskér, Realm: Turalyon) is having the same issue. The quest is available on his other characters, but won’t show up on Táskér. Táskér is level 60 via a boost.
We’ve tried logging in/out, scanning & repairing WoW, exiting Stormwind and re-entering, syncing quests (I can access the quest just fine), using a portal to leave SW and then returning via portal, checking to see if Chromie has it, checking the Hero’s Call Board, and checking to see if the quest is labeled as completed.
We’ve spent hours trying to get him the quest so that we can play Shadowlands together, but haven’t had any luck. 
Hoping a maintenance patch will fix it ASAP as we’re both frustrated.
I hate to throw even more fuel to the fire but my wife and I are having the same problem. Both level 60 boosted, both cannot access Shadowlands. We have tried every method suggested here but to no avail. This is beyond frustrating…….
I also boosted a character so I can quest with a friend and I’m unable to start shadowlands questline . Any ETA on when this will be fixed?
They’re usually really good about keeping things updated around here. If nothing has been said, then no. It likely is the same response as the last post three days ago. They’re working on it, no ETA at this time. That doesn’t mean that there isn’t a chance that tomorrow’s maintenance may have a fix. We just don’t know right now, and the SFAs left for the day hours ago. Keep an eye here or for any hotfix notes.
I am having the same issue with my character. I had it at one point and went to do Chromie Time it vanished from my quest log and talking to Chromie again does not make it appear.
So, I just found another, well, another work around. If you go to Oribos directly, go straight to the Fatescriber just outside the inn, you can choose to do the Shadowlands quests that way or go straight to the covenants. You can’t start in the Maw like when you get A Chilling Summons, but at least you can start doing the quests in Shadowlands or go right to the covenants or whatever.
