Yes, that’s the point. Science is never cut and dry. It weighs the most likely outcome, and then makes recommendations based on that.

The average person does not live in close contact with bats or eat bat meat. You would have to go well out of your way for animal transmission to be a risk factor. Most other animals humans have contact with are genetically incompatible for speces transfer.
