It is a fake flagging.

I mean, here, this is a quote from Vrak on why people do not get penalized for maybe being wrong when flagging

There isn’t a such thing as fake flagging, and people have every right to report the thread if they feel the thread violates the Forum Code of Conduct. Just because your post gets restored, doesn’t mean it is fake flagging, false flagging, or flag abuse, which ever way you want to put it.

The only time someone will get punished for abusing the flag system, is if they switch alts to flag the same post over and over again, in which you have no way of even telling because you have no way of knowing who flagged you.

No, abuse of the reporting option would be if someone is using multiple characters or accounts to report a post. Simply reporting a post because they feel it may violate forum policies isn’t abuse.

They may not be correct in their assessment, but being wrong isn’t abuse.
