Honestly it feels to me the reason for their general ‘replace older characters with newer ones’, at least in regards to the factions, is they’ve realised they can’t write characters like Genn/previous Forsaken ones consistently and still have the faction storyline they want (where the Alliance and Horde are perfect friends and there’s no scars left from the war less than a decade ago).
And instead of doing the logical thing of writing a compelling storyline akin to Cycle of Hatred, where we have a few major characters wanting a lasting peace and having to struggle against both the legitimate and less-so legitimate grievances left from the previous wars, they decided to take the cop-out of just replacing all the older characters with ones that are close enough to blank slates.
Tl;dr: Blizzard finally listened to the players that forced faction conflict doesn’t work, but instead of putting in the effort and trying for something like the Classic era of a tense peace that needs to be maintained, they’ve decided to go for ‘forced faction peace’.
It’s an interesting tactic, we’ll see how it works out for them…

Whether she takes the throne or not she is Queen of the nation of Lordaeron by succession just the same. She’s even said she won’t take the throne, royally stays in exile and helped form the council.

Calia said she didn’t want to be a queen. This is probably an error on the writers’/developers’ part.

Calia is a queen but that does not mean She is the queen of the Forsaken. People like it or not it is her birthright just like Anduin.

What baffles me more is people think she can be queen. Those same people didn’t pay any attention to her story and just go “durrr she’s the daughter of a king durrr.”
Calia is the oldest child of the previous king and he was never going to let her rule. He not only skipped over her but he threw her away to some noble. Luckily for her she ran away because that noble turned out to be a dragon but still, she ran away. Then she not only ran away, she married a commoner. Calia and her father did anything they could outside of just outright killing her to remove her from the line.
Then, Lordaeron fell, the citizens became Scourge, then they broke free to be well, free. Sylvanas was their leader but they chose to follower her. Their society is no longer governed by a monarchy.
So if Blizzard really did make her queen and abandoned the Forsaken council… then yeah they just broke their own damn lore. Not rewritten it, flat out broke it.
A good way to look at Calia’s situation is what’s going on in the UK right now. There’s a good chance that Harry and his line will be completely stripped of their titles because he has absolutely no interest in performing his royal duties and he doesn’t even live in England anymore. So I wouldn’t be surprised if (God forbid) William and all his children died in a plane crash, Charles would skip right over Andrew and Harry to make Beatrice and her line heirs to the throne.
Being a child of a king doesn’t mean you automatically rule. That’s only how it works in Disney stories.
Edit: but to answer your query on why everyone “hates” her it’s because she hid in a ditch while the Forsaken were going through all their troubles. She’s not Forsaken. The citizens of Lordaeron gave themselves that title when they broke free of the Scourge. Calia was not killed by her brother, she was not raised as Scourge so she never had her mind enslaved, she never followed Sylvanas and she got special treatment when she was raised by the Alliance. It’s like Baine’s dumb self saying Derek Proudmoore was Forsaken. Being human and undead does not make you Forsaken

They gave Calia a promotion to try and normalize her character for players. Well since she’s a queen now, maybe she has some sort of prominence and should be embraced.
We shall not fall for this new way to bring legitimacy to Calia. Not My Queen.

She’s technically Queen of Lordaeron, that’s doesn’t mean she’s Queen of the Forsaken, she still just has a seat on The Council.
