ML would only really work in a guild setting and even then…only for the very best guilds. I’ve seen it in classic. There are lots of loot council guilds that have no business using that loot system.

The minute people are involved in a decision there is a possibility that it is not misplaced. The possibility of the council being bias is a thing, people are fallible . And the fact that is possible is all we need to know for mistrust to install itself.
There is a fundamental difference between a council of person taking a decision and an algorithm. Algorithms don’t have ulterior motives, which his the whole point of ML the way you are advocating for it, to enable ulterior motive in loot distribution. The ulterior motive being to ideally make the group progress faster through more efficient gear allocation. The thing is, there is NO WAY to make sure this motive is the only one being served, which brings us back to a system with no motive at all to make it fair for everyone (PL), efficient progression be damn.
Speaking of which, it’s gonna take what? 1 or 2 more weeks tops to finish the content for top players like you guys?
In the grand scheme of things those additional weeks are MEANINGLESS.

It would, as a result of you know… At least some of the CE players not wanting it back, or mythic raiders that don’t want it either.
I don’t get the whole ‘everything needs to be 100% as efficient as possible, always’ even in regards to loot systems. There’s so many raiders that end up relying on ‘outgearing’ content to get their boss kills I guess. Which is funny when you think about it, because usually the same mythic raiders get upset at the mention of higher end gear dropping anywhere else, like world content or even M+.
I don’t think it would matter if it did. ML is for top 100 guilds and guilds pretending that they’re that good. Speeding up the world first race is not reason enough to rock the boat at this point. Blizz just doesn’t have the resources to deal with all the tickets that would be made lol.
Your whole comment wasn’t cohesive, but make no mistake, vanilla, tbc, wotlk was the golden age of wow, very much opposite the “dark ages”. But even knowing they were the best of times isn’t relevant to bringing back ML. People want ML. Bring back ML and if you’re not into ML, don’t join those guilds, it’s fine.
ML is for everyone. The game is for everyone. Don’t be that guy who doesn’t want to let other people enjoy things.

Given your raid progression this expansion, you’d be better off in a PL system or maybe dkp if you were to insist on ML. A loot council system would be a waste of your raid’s time.

I can. PL doesn’t allow for open trading, on all of the loot.
Technically, it still is 'cause the person who won the RNG game can just say “no” to trading you something that would be better, for you.
And, this is where the disconnect comes into play because this is where the anti-ML folks will say “it’s not 'cause it’s their loot”, which the same can be applied to the ML. All the loot belongs to the ML, and it’s up to the ML to decide if they want to trade it or not.
It’s all the same thing, to me. You’re getting screwed by either the RNG system or somebody else who can give it to you but won’t. I see no difference, really 
At least with ML, there is no ilvl restriction. All of it is tradeable.
