I don’t really consider Tier as borrowed power, it’s more akin to augmented power. It doesn’t fundamentally change your character like borrowed power does.
Artifact Weapons, Azerite Gear and Covenants all changed class play and dynamic whereas Tier amplifies existing abilities.
I also had not heard about any legendaries in Dragonflight and actually quite the opposite as I thought they said they were moving away from legendaries for a little bit.
If they were to set it up so that you could craft mythic level without having some component from there, they would have to have completely ridiculous mat requirements along the lines of the SL legendaries or worse which is the opposite of what they are trying to do. Being able to craft a weapon or or other piece that just wont drop after weeks of running the dungeon, or which you might have significant competition for depending on the class/spec composition of your group, is very useful.

Gear is borrowed power technically when it has effects that change how your class plays and empowers certain aspects of it yes. . . Blizzard has even admitted to this. However it is much more limited and the entire expansion is not built completely around said borrowed power making it into a full system.
I think these forms of borrowed power are perfectly fine. They give you a reason to go after the items. They are NOTHING like the borrowed power systems of the past.
Me having the Ashbringer and it giving me a whole new set of talents that I have to earn with some fancy currency while every other paladin gets it handed to them as well and then the expansion for paladins being completely built on evolving those talents and working towards them is absolutely MASSIVE compared to me going and getting a 2 pc set bonus to make my judgment cast a second judgment that I may or may not replace next patch.

There is a difference between Borrowed power tier/Trinkets and borrowed power systems.

There’s a difference between borrowed power like tier and borrowed power systems like Azerite.
Baseline abilities were removed in Legion and put on the artifact. They did not all come back in BfA.

Worthwhile for whom? Not for the person who wants to buy the best. The vibe I’m getting is that “You, as a crafter, should still feel good about having put a lot of work and maybe gold into it but still being able to make only items of quality that is not in demand.”

Some classes or specs got reworked. Some did not and absolutely did not get replacement abilities for those that were removed.

Its gear not borrowed power
Every ability from the artifact weapons were replaced by an ability in the azerite gear . Was it all the same abilities maybe not but some of the abilities from the weapons for some classes carried on like Hati for BM hunters and when Azerite gear ended it’s run it’s abilities were left to use in only non SL zones but were replaced with new abilities via Soulbinds . Some which are moving forward with us into DF .
Including some of the stuff we lost after deactivating our artifact weapons.
The OP here has simply misunderstood the info presented, and took off to the forums to spread misinformation.
You’ll be able to equip up to 5 slots of max level crafted gear. These are not “legendaries” in the sense of altering your abilities or granting special effects. Its just gear with a high item level that will take a lot of work to make.
Tier and legendaries are absolutely borrowed power. They aren’t borrowed power SYSTEMS. People seriously need to understand the difference.
