Boosting is literally Pay to win

The one lying is you trying to make Pay to win mean absolutely everything and anything.

Starting the game is not pay to win.

Buying endgame gear is pay to win.

You run up to a random level 58 in game what is the difference between boosted or not boosted? Do they have any difference in spells or abilities? Can you even tell them apart?
