I 100% do not believe they are banning people for making a level 11 and turning off XP gain. You’re doing something else if you caught a ban. If not you are a false positive that is likely to have punishment overturned on review/appeal.

If they decide to ban players based on spam reports because of a feature they made available then I will quit and not look back. That is just the silliest thing. I can’t imagine they would though, so it had to be something else.

If they do/did then WoW would be a ghost town already, they don’t thankfully.
All mass reporting would do would bring the account to the mod’s attention faster because they have to clear the flags.

I dont know if people forgot how exploiting works, specially when you can turn dailys in for rep over and over… its all there but it dosent mean you should do it, i mean does soloing a dungeon sound like thats what it soposto be

Didn’t someone literally solo the last DF raid while it was current? It wasn’t an exploit. Could a well geared character solo a TW dungeon right now? Depending on the class yes, they are no more difficult than Delves… Couldn’t I just go into an old dungeon or raid and solo it and get effectively the same level of trash gear? Absolutely since no one is using the 567 stuff and only doing the event for the weekly…

People do get suspended if they make a habit of abusing the report function, but that obviously takes a while and a lot for a noticeable pattern to form.
