Twinking has never been actioned to my knowledge. It’s not exactly new, although it hasn’t been quite as blatant as the sharp influx of 11 Fury Warriors during the TT event.
There’s also the fact that actions are never automatically applied: A human has to look at the report (just the one: mass reports do nothing except in extreme cases cause a temporary squelch) and a human has to tap the buttons to cause a suspension or, for very serious offenses, ban.
Whatever they are talking about has never happened, and if they are actioned it’s because of something else that a GM maybe stumbled into, like chat offenses.

Thanks for pointing out! In one of my friend case his both accounts were issued with account closure just for trying a current Fury Warrior Trend with his friends as a party of 5 ppl.

Nothing will happen to twinks.
Twinking has been a thing in this game, well, forever lol.
Scaling just brought them back in a new form.
It’s not illegal to play that way, despite what others think.

99% of the time from what I’ve seen in here when somebody’s gotten banned they’re not telling the whole story.
We had a guy come in here 3 or 4 years ago maybe more saying he had gotten banned and he didn’t understand why
As he keeps talking and talking and talking he happens to mention that he has a keyboard that has macro keys and that you know he just programmed it and used it just once, don’t you know lol
He was clearly using unsanctioned macro keys and thought he could get away with it and then playing off like he hadn’t done anything wrong
So anytime somebody gets banned in game and says they did nothing it definitely raises eyebrows.
Although we know factually that a list of players have been banned wrongfully and been reinstated so anything is possible I guess

I suspect if your friend posted his complaint in the CS forum, one of the mods would chime in with the real reason. It’s happened before.
It usually goes like this:
Player: OMGWTFBBQ!!11!1!1!!! I was banned for no reason!
Mod: Actually you were banned because you [insert perfectly acceptable bannable offence here].
Mod: Locks thread.

I’m not doubting you…but I’m going to need a bit more proof for such an outrageous claim. If true, it would be a huge deal, but I cant just take your word for it

That’s true, most player who got banned usually didn’t told the full story. And Blizzard usually responding with AI & Automated Replies make things even worse.

Sadly human error can go for the folks who apply actions as well, which is why the appeal process is there.
They double check the data they have and if it ends up being a false positive, then the action is reverted. It’s very uncommon but it happens.
Again, oftentimes the actual action is for something completely unrelated. 99% of the time someone is doing something very different when the action is made. They could have been trying out a 11 Fury Warrior and then got actioned from another character using obscene language.
Your friend can appeal because like mentioned above, false positives happen, but only your friend can go about this process.

And on that topic even with human eyes looking at the details I don’t believe for a second that no one has ever been banned wrongly with this company.
I’m sure personal bias comes into this frequently enough

In order for this to be bannable you’d need to actually show how this is actually causing harm to people and like… let’s be real here No one is running timewalks for the excitement of going through dungeons that are at a minimum 8.5 years old and especially not when they have 4 or 5 characters they want to get that done with.
Frankly The only issues I have are when I’m playing on my Shadow priest and I can’t actually loot and keep up with the party because the murder machine is going so fast

Why is that an issue? All twinks do is help people hit max level faster. How is that bad?
Twinks are the reason I—and many others—went from 70-80 in 1 day.

Causation is not correlation.
Most people who get suspended/banned/actioned isnt because of a recent thing they’ve done. Most actions are looked into ovet a course of time
Twinking isnt the issue your friend got banned

They’re not automated. Templated, maybe, but a person looks at the appeal and a person says yes or no. It’s all based on the info they have and nothing more. If it was automated it wouldn’t really be much of an appeal system as the machine would probably not even give you the option.
It’s best to make appeals short and to the point: They’re rational decisions, not emotional ones. Long winded pleas only muddy the waters.
Best of luck to your friend and their appeals. Keep in mind you can keep appealing until they are told that appeals will no longer be looked at.
