It really isn’t. He answers to marketing and others. And the changes in this game that people dislike happened before he was even in charge. He didn’t become game director until just after Legion launch.
As someone said in another topic, the team may be shackled by marketing and finance. If they’re let free of those confines to their creativity, we may see something better.
That’s because Raid doesn’t have too much replayability and there’s a huge limitation between N/H and then Mythic.

If Raids provided gear from a deterministic way, you could reach BIS status and then move to next Raid difficulty, however there’s Cores that don’t reach 20 + players for Mythic, also Raid its about the gear and that’s it, meanwhile M+ it’s about pushihg higher keys and face different affixes once you’ve all your gear, however it takes longer to acomplish that on M+ compared to Raid.
I like the great vault personally, but that’s mostly because of Stockholm Syndrome. We’ve grown to depend upon it as a crutch for gearing. If they would increase drop rates or improve the bad luck protection rng then the vault can go away.
Keep the great vault, but add in the system you are talking about. A VP or JP currency. If you dont get a direct upgrade in your vault, you can take the currency to eventually use on an upgrade item.
And to butter Blizz’s bread, have the items need to be unlocked on the vendor. The items only show up available at the ilvl of the highest key level of that dungeon you have completed. That way, if you want an upgrade from the +15, you have to clear that dungeon on +15 to get access to it.
And have the currency acquisition not only come from M+, but raids and world content.
A better characterization would be “mythic raid logger”. There’s no question that mythic raid loggers are a tiny part of the playerbase.
Ion hasn’t logged in in months. Even he doesn’t like the game he designed because it was what he thought he wanted to play.

They constantly brought up the fact that raid drops were 3 per boss during vanilla. I think they nerfed it because they thought that was something that was done right in vanilla and should be brought back.
I’m going to disagree. I think Ion was chosen for the position he is in because he was committed to doing exactly what he has done, which is what they wanted him to do - simplify development to save money and monetize more of the game. He is, in fact, so good at these things that he blew the game off a cliff.
There are no doubt team members that are unhappy with having to do things the way they are told to do them. But Ion has options. If he didn’t like his job or was morally opposed, he could have left it and had a better one the next day.
Pretty sure he is like a normal mode raider that talks about a ton of things that doesn’t have an impact on him in game. He would make an excellent GD poster.
Ion has options. The guy is rich and he has friends in multiple industries. He’s a lawyer who used to work for a prominent law firm. He does not live from paycheck to paycheck. If he wasn’t happy with how his bosses are barking out commands, he could have left literally years ago.
I think that is going to be much less a part of the game with the advertising removal. This will separate the men in the big boy panties from normal people. Good luck, they’re doubling down on all the bad stuff to prove the game will fix itself!
