They can’t keep layering in phase two. Thats when world bosses are being introduced. Blizzard doesn’t want them on separate timers or multiple versions on the same server.
Well there are 2 possible scenarios here when phase 1 ends.
-the majority have quit and you only need 1 layer
-the majority have stayed, you have multiple layers, what do you do now ?
Blizzard has only addressed the first point and are hoping for failure with that many people quitting ?
Actually you are missing the option blizzard has said will happen.
They will just open up more servers. It’s what they said.
Blizzard stated that layering endd phase 2 and they will simply make new servers.
