It is one game with multiple areas/aspects. What happens is that some players decide they don’t like, and therefore don’t want to participate in those areas, yet they still want the rewards from those areas.
So instead of deciding which desire is more important to them, making a choice and accepting the consequences of that choice, they whine on the forums about the situation they put themselves in.
Either put in some effort and make an attempt to get the rewards, or stop whining that you don’t have them.
Nah, I don’t care about your high level rewards. I just want them to stop taking away solo player fun for no reason. I choose not to do high level content so I can have fun, say with a sub-optimal talent. Blizzard took that talent and rolled into meta ideology and just took the solo version. No reason beyond being lazy.
I do accept the consequence that I don’t have high level items, or the pets from current raids or PvP, or any of that high level stuff. I can be patient. But to take fun things away from solo players because their precious raiders aren’t getting enough DPS? That’s just favoritism. Running off paying players because they are butt hurt we don’t want to play into their carrot on a stick mentality will just reduce their funds. But what do they care? They believe they are gods that can’t be toppled. This should be entertaining to watch.
If I know my forum history this specific person is referencing exorcism being removed in the recent ret rework, though it’s a pretty niche complaint to have.
As for what I can say to answer your question.
Open world rares aren’t fun solo challenges, they have 13-14 million HP and hit hard enough that they either have to be actively tanked or you need someone to be healing you as a dps to survive. They also take forever to kill and have multi day lockouts meaning there’s very little chance people end up grouping organically to kill them. What happens is you join a rare farm group and go around as a death ball tagging them and then do nothing for another few days until the next rotation starts spawning.
And now because you’re specifically trying to make this about tier sets I’m gonna walk straight into it and say It’s Fun when your class is able to do cool things. Even ignoring the catalyst and the raid set, 10.0 had a world content set. Admittedly it was a little uninspired but it had potential to let people do cool things in world content to improve their solo experience beyond just giving them more ilvl (Which would break the difficulty : reward ratio you’re so intent on preserving). Loot doesn’t have specific sources or the ability to be worked towards over time, it all just drops at random which makes the world content feel wholly unmemorable.
There’s also the fact there are only 3 elite world quests and they’re the same every single week.
You were guaranteed to get a full Storm Sigil set in a couple of months, due to the fact that there was a vendor.
Suffused gear consists of a larger loot table that includes jewelry and non-tier slots. You can and will see dupes, and are likely to go weeks without seeing a single new piece because RNG doesn’t care what you already have.
It’s difficult, impossible, or inefficient to solo rares and clusters of elites. But join a raid group and your individual performance gets diluted by the entire group, and it ends up feeling easy or meaningless.
In the same amount of time it took you to have full 16 slots from storms/crafting (week 9), you can have 27 suffused items and the same 5 sparks this season

Because there is no way you actually think that a full raid clear is the same as getting one bit of random loot.
No one is that stupid
This is the content you are actively choosing to participate to the exclusion of others. You get the rewards you set yourself up for, and the gameplay you set yourself up for. If I don’t do keys, should I complain about not getting my best trinket that comes out of key? If I don’t do raid, can I complain about not getting the end of boss mount skin or title?
You and I have the same opportunity to do content as each other, but you’re actively choosing to limit yourself, and complain about the rewards you KNOW it gives?

Id much rather multiple chances than 1 guaranteed when you cant know what that item will be.
Also with mythic+ you get infinite chances basically
But the suffused armour from Fyrakk assaults was part of its own 402-424 ilvl set, and the set bonuses offered things that worked in the open world to make your character more powerful in the open world such as increased damage vs non instanced elites or health regen whilst under 40% or increased damage to targets that aren’t currently in combat. You could have the 6-8 set bonuses be big flashy damage procs that are too far invested in low ilvl items to be worth for people who do harder content to chase after.
And then you put that on a vendor and you can buy pieces of it with a currency that you get from completing the weekly objectives at the Fyrakk assaults.
