Well, someone did yesterday. 15,000g tip for a T5 Consecrated item. I would have made it but I was out of orders. Notes said “T5 please ”.
Now, if I made a T4 knowing they wanted T5, would I be the a**?

The reason we can’t have nice things in the world is because human beings can make choices. They can choose themselves or they can choose others.
If OP asked for a T5 craft, then don’t craft it unless you can guarantee a T5 craft.
You receiving a reward while ignoring a request shows that you lack integrity. You, then, would be the problem that needs to be overcome.
The developers not adding quality criteria to public orders are a part of that problem since it’s well known that players can cheat others for rewards.

It’s not cheating anyone if they knew for a fact it can come back as lower than requested.
It’s just them trying to cheat paying a respectable fee for an end game item, and they lost, plain and simple
