If you are referring to yourself I will agree with you. Minus legion which did favor fury and TBC with the African turtle cleave arms has been the dominant spec for the high end. Regardless of your claims of what is objective truth or not the facts are there for you and anyone else. And if you do not even know the actual point I gave you then you are truly a lost cause.

If they specifically design and tune the specs to be stronger in one area and weaker in the other, why has it repeatedly been the case for the opposite to hold true.

So both specs should be even in the player vs player format? It actually makes better sense than trying to balance two dps specs around both performing well in pvp and pve. Ever know of a time that pvp strength of a spec was boosted without it being affected on the pve aspect of the game?
There was actually a post on the EU warrior forum that seemed interesting about tying rage and mastery to a bonus of strength and a bonus to mortal strike and colossus smash. I think that might be an interesting way to rework arms since I am not fond of its mastery.
I don’t think it’s too farfetched to aim for balance of both specs in multiple aspects of the game.

Has blizzard even once been able to accomplish that?
I don’t like fact that execute no longer applies bleeds, and spell reflect nerf also hurts. However the new mastery change might be good, I’ve had some real bursts seeing people going from 100% to 30% in 2-3 seconds after hit. I guess will just wait and see how glad warriors will work it out.

Hamstring is the worst melee slow in the game. It costs a bunch of resources has limited range, only slows for 50% and its on GCD.
